The McMinnville Civic Hall was designed in conjunction with the McMinnville Public Safety Building, and will house the judicial functions of the local government and is being built to further reduce the overcrowding of the existing facilities. Between the existing "White House" and the Civic Hall will be the McMinnville Civic Plaza, recently dedicated as the Edward J. Gormley Civic Plaza, which was designed to be a flexible public space capable of serving many different functions. The plaza will compliment the functional aspects of the new building as well as provide hardscape spaces, seating, and a lighted water-feature that will act as both signage and a beacon for drawing night-time uses.
